[vk, ogl] Add VK_QCOM ZTC, Bspline, Mitchell filter weights, add MMPX filter (#2577)
Adds native support for QCOM cubic filter weights, and for devices whom do not support said weights, just implement them in shaders TODO: ZTC filter is wrong!?
