[common/core/dynarmic] Optimize page table allocations ( #4219 )
...
Reduces the page entries from 32 bytes to 8 and rewrites `VirtualBuffer` to be more efficient in memory usage and specifically for large zero regions.
The page table will now only reserve 1GiB instead of 4GiB and of this memory it should only use at most ~8MiB.
This PR has the side effect of using Eden on Windows on low memory systems much more plausible since it would previously require ~10GiB of committable memory at front (despite using ~5-6 at most, inadvertently stalling other processes) where as now it should only require around the amount that it'll actually use.

also the NEON intrinsic replacements suck -- we are not beating GLM (plus we use registers for decomposition instead of using vec regs like everyone else does, so the "optimizations" dont matter)

I have moved debug_knobs and program_args to System category, to make them pergameable without hassle.
But the hassle came: They were automatically readded to Qt's System tab, doubling them.
If it were to face hassle either way, the right thing is to move them back to Debugging category, then make them exceptionally pergameable.

[cmake] Fix some macOS compilation errors ( #4350 )

Don't compile GLSL/GLASM backends without OpenGL enabled. These codepaths are unused on non-OpenGL platforms.
Fixes other miscellaneous errors that pop up on Clang 23 as well.

[android] Replace Oboe audio with SDL3 audio ( #4338 )

Supersedes #4335 .
Replaces the Oboe audio backend with SDL3, since we already support it.
A few caveats:
- SDL defines a JVM OnLoad method already, so we have to instead hijack
NativeLibrary for id_cache initialization
- This also means some internal fields in Double/Integer/Boolean (namely
`value`) can't be accessed, so I switched those to methods for now.
- SDL Java sources are pulled in from the CI package.
- Since we can't use SDLActivity, `SDL.setupJNI()` handles everything

[common] Switch to boost::unordered_flat containers ( #4326 )

Replaces all instances of ankerl's unordered map/set with boost's
`unordered_flat_*` classes. This uses std::hash since boost::hash is
actually a lot slower.
Also adds an abstraction layer in `Common` so future changes are quicker
and easier.
Other implementation details:
- ankerl provided hash specializations for tuple and pair, so those were
ported here
- std::erase_if doesn't work on boost, so just used the ADL'd erase_if
This should be about equal or superior performance as unordered_dense for everything except iteration.

the idea is simple, `std::string{}` adds pressure to the memory allocator
so whats the best next thing we can do? well of course use our stack
its plenty, but we shouldn't be greedy either, BUFSIZ should be a fair amount of
space for any would-be messages anyways
the main idea behind this PR is to remove std::string{} allocations
done with libfmt, that way we have 0-allocs per logging entry
this should 100% remove pressure uneeded from the memory allocator
we should only allocate things that are important, we can use our
trusty fast stack for any string manip we need to do
not await/global lock or do evil things with the memory allocator
obviously stack is thread local already sooo... this is even better
than having to deal with malloc()/free() in any capacity whatsoever
and no clang can't heap ellide this (how would you even?)

[vulkan, android] Initial implementation of LSFG-VK ( #4263 )

Pretty much self explanatory, own implementation based on LSFG-VK available with some additional reverse engineer work for the actual use of shaders inside Lossless.dll, we don't store/ bundle any tools that bypass security and self ownership: to use this feature is required to own your own copy of Lossless Scaling and I encourage to support developers behind this work.
