k_thread: Use a mutex and cond_var to sync bool

std::atomic<bool> is broken on MinGW and causes deadlocks there.
Use a normal cond var in its stead.

Uses C++20 tzdb to determine the system timezone. The switch uses the
597 posix time zones, so this needs tests if the system time zone isn't
posix-compliant.
