this PR adds various missing services (acc:e, acc:e:u1)
to expand homebrew compatibility
notably this also fixes NPad related crashes due to nullref

The -Wno-c98-compat breaks clang build on windows.
I believe it's a typo, since i couldn't find about it elsewhere.
The -Wno-c99-compat is in place.
As a bonus removed a doubled -Wno-c99-extensions right after.
