This was intended to fix Dave the Diver issue, but we found a real silly hid bug, then a maybe broader applet issue:
By testing with John it was found out only the last controller connected worked, the others caused the game to freeze peacefully, no crashes, suggesting some loop or deadlock.
After seeking that lead, it was found that the freeze was caused by a malformed HID history entry when the controller applet removed P2.
Pressing P1 opens the controller applet, then Qt applet disconnects P2, which is expected.
Upon seeking callstack and hid sync path, it was found out that NPad::WriteEmptyEntry:
was using: ReadCurrentEntry().sampling_number + 1
instead of: ReadCurrentEntry().state.sampling_number + 1 (checked AtomicStorage in src\hid_core\resources\ring_lifo.h)
Fixing that fixed the freeze, but killed the sound!
Later handheld/docked was accidentally clicked and sound returned. Good lead.
Then i just had to corner which part of the toggle was causing the refresh and do something similar at the controller applet return routine (PopOutData in library_applet_accessor.cpp). This part seems harmless, but i'm not clearly sure about how proper it is, since it was like a transplant and test operation.
UPDATE:
To try Diablo 3 on my machine it was needed to stub HID function 551.
And to fix all abnormalies like multiple applet requests and crash the function PopOutData was reworked to ensurey idempotency among different applet focus conditions:
focus state changed: updates state and signals if needed
no state change, HLE application frontend: requests focus state changed notification
already pending change message: flag remains true and no duplicate pushed to queue entry

GetIndexFromAruid returns AruidIndexMax as the “not found” value, but both
GetControllerFromNpadIdType overloads were using that value to index
controller_data without checking it first.
when a game routes through DisconnectNpad before its applet resource is
registered, we can end up indexing past the end of controller_data. That seems
to be what was crashing some games on launch, especially on macOS and Android,
where the out-of-bounds read is less likely to just slide by unnoticed.
So yeah, AruidIndexMax is a sentinel, not a real controller_data index, so we
should not treat it like one.

Does NOT fix root issue with shared_memory of NPad yet, that is something probably separate
I'd like to suspect it's because every NPad by default it's expected to have shared memory, even when not explicitly initialized, but seems unlikely

- our logging code was bigger than spdlog itself, why???? just keep it simple
- fix issues when logging before logging system is even started
- removes the "initialized logging twice" issue
- removes uneeded indirection in file logging
- uses direct formatting instead of jumping hoopla-around the fmt::format() ressult
- code duplication and dead code removal as usual
I did explore dup2() but I think it's not worth the hassle
I did try `fwopen()` but it's better if things are just kept as-is.
there is a lot of noise because I removed a bunch of redundant files on logging and just put everything in one file
now normally this wouldn't be a good idea, however consider: the complexity of logging; it's less than 500 lines... does it really need a whole subsystem?!?!?! ITS JUST LOGGING

Adds fully functional overlay display.
- Enable Overlay Applet via "View" -> "Enable Overlay Display Applet"
- Open the overlay by pressing the home button for over 1s
- Can adjust volume
- Can toggle airplane mode (if on WiFi, maybe if overlay is enabled pretend to be on WiFi?)
- Future TODO(?): Adjust Brightness implementation for host system
- Inputs are properly registered. e.g. if overlay open, application does not register inputs.
You can control volume and airplane mode outside of the emulator window

Uses tags for a bunch of deps that can use them
Also adds a bunmch of scripts to tools/cpm, notably for checking hashes
and checking for updates.
TODO for the future:
- CI target to check hashes
- Weekly CI to check for updates
Need to get that other CI runner up
